NSW businesses, property owners, and energy contractors now have access to a significant uplift in financial incentives for heat pump and air conditioning upgrades, thanks to a targeted government initiative that is reshaping how energy efficiency projects get off the ground.

The Safeguard Acceleration Program (SAP) is a NSW Government campaign operating under the existing Energy Savings Scheme (ESS). It is designed to remove the financial and market barriers that have historically prevented eligible projects from proceeding, and to accelerate investment in high-impact energy efficiency upgrades across residential, commercial and industrial sectors. Understanding the Energy Savings Scheme

To understand SAP, it’s important to start with the framework it builds on. The Energy Savings Scheme is an NSW Government program that provides financial incentives to install energy-efficient equipment and appliances. When an eligible upgrade is completed, verified energy savings are quantified and converted into Energy Savings Certificates (ESCs).


These certificates have a market value and can be traded, effectively creating a financial return that is passed on to the end user as a discount.

To participate in the ESS, businesses and installers must work through an Accredited Certificate Provider (ACP), a company formally authorised to manage compliance, quantification, and the creation of ESCs. EC Focus is one such provider, and its role is to make this process accessible and commercially straightforward for its network of partners and their customers.


How the SAP Strengthens the Opportunity

Uncertainty around certificate pricing has historically made it harder for installers and project developers to confidently plan ESS projects. The SAP directly addresses this. Through its Market Stimulus Panel, Accredited Certificate Providers like EC Focus can provide price certainty over defined timeframes. This is the foundation for everything else the program unlocks. This price certainty is critical. It allows projects to be scoped, priced and approved with confidence, unlocking investment that would otherwise stall.


EC Focus has secured additional government support under the SAP for residential, commercial and industrial installations. This translates into significantly enhanced incentives that can be layered on top of existing ESS entitlements. In many cases, EC Focus can also stack these with STCs (Small-scale Technology Certificates from the federal government's renewable energy scheme), allowing installers to offer customers larger combined discounts than would otherwise be available. The program is scheduled to run until 30 June 2027.


The result is a stronger financial outcome, with lower upfront costs, improved project viability, and faster decision making.

What This Means for Installers and Contractors

For plumbers, HVAC contractors, and energy upgrade specialists working through EC Focus, the practical benefits are direct and measurable. Enhanced incentive levels improve the profitability of individual jobs, lower upfront costs for customers, and allow installers to put forward more competitive quotes without compressing their own margins. When the financial case for a customer is clearer, fewer projects stall at the quotation stage and installation volumes grow.

EC Focus partners also benefit from faster certificate processing, access to a dedicated account manager, and use of EC Focus's proprietary NSW HEER Heat Pump Funding Estimation Calculator. This tool estimates the potential discount for each heat pump or air conditioning model, taking into account both ESCs and STCs, providing project-level figures that make customer conversations far more straightforward. Access to the calculator is available to partners through EC Focus directly.


Beyond incentives, EC Focus partners benefit from reliable certificate processing times, dedicated account management, and ongoing compliance and project support.

The SAP is targeted at residential, commercial and industrial sectors across priority areas within NSW, specifically the Illawarra, the Hunter Region, and the Central Coast.
